PROBLEM TO BE SOLVED: To manufacture a pressure-reducing simultaneous open valve which builds-in a light weight valve element of a low price. SOLUTION: Within a valve housing box 4 a primary-side chamber 5 and a secondary-side chamber 6 are separated by a partition wall 7, through which an opening 8 is pierced. A pressure control chamber 10, linking to a sensor line, is provided in the primary-side chamber 5 and a valve element 11 which open/close the opening 8 with a flexible up-and-down movement is built in the pressure control chamber 10. The valve element 11 is composed of a press- worked metal sheet formed in a closed cylindrical shape. The valve element 11 has a flange 22 jutting out its upper edge. A circular packing 29 of a U-shaped cross section fits over the whole periphery of an outer rim of the flange 22. The circular packing 29 slides freely against the inner wall of the pressure control chamber 11 and also seals a space air-tightly between the inner wall of the pressure control chamber 11 and the outer rim of the flange 22.
