PROBLEM TO BE SOLVED: To provide: a silver halide emulsion which excels in radiation resistance, rapid processability, processing stability, latent-image stability, stagnation stability and storage stability and in which image reproducibility is improved; a silver halide photographic photosensitive material; and an image forming method using the same. SOLUTION: The silver halide emulsion contains silver halide grains having the silver chloride content of 75-99 mol%, wherein the silver halide grains have a region in which silver iodide content is maximum and a region in which silver bromide content is maximum within each silver halide grain, and have the region in which silver iodide content is maximum at the outer side of the region in which silver bromide content is maximum.
