[PROBLEMS] To provide a radio communication device, a radio communication system, a program, and a radio communication method. [MEANS FOR SOLVING PROBLEMS] Provided is a radio communication device which can communicate with a base station of a radio communication and is moved to follow movement of a mobile body. The radio communication device includes: a storage unit containing position information on an unknown base station for which a base station identifier given to the base station is unknown; a report unit which reports the position information on the unknown base station recorded in the storage unit to the mobile body or an operator of the mobile body; a communication unit which receives a radio signal containing the base station identifier transmitted from the base station including the unknown base station; and a recording unit which records in the storage unit, the base station identifier contained in the radio signal received by the communication unit.
