A monitoring device having: a processing conditions setting unit that sets a target area in a surveillance video in accordance with user operation inputs; a dwell information acquisition unit that measures the dwell state of a moving body appearing in the surveillance video and obtains dwell information indicating the dwell state of the moving body; an auxiliary image generation unit that generates auxiliary images; an auxiliary image arrangement control unit that, on the basis of the dwell information obtained by the dwell information acquisition unit, controls the arrangement position of the auxiliary image in the surveillance video; and an output control unit that, on the basis of the auxiliary image arrangement position determined by the auxiliary image arrangement control unit, generates a monitoring video having the auxiliary image synthesized in the surveillance video, and outputs the monitoring video to a display device.
