A notification acquisition unit (101) receives, from a device (201), a notification message (240) containing one or both of the following: aggregate data-communication amounts obtained by aggregating, using aggregation units of one second or longer, data-communication amounts for said device (201) as measured on a per-millisecond or per-microsecond basis; and aggregate data-accumulation amounts obtained by aggregating, using the aforementioned aggregation units, data-accumulation amounts for the device (201) as measured on a per-millisecond or per-microsecond basis. A determination unit (104) analyzes the aggregate data-communication amounts and/or aggregate data-accumulation amounts in the abovementioned notification message (240) to determine whether or not the device (201) has experienced microburst traffic. |
