PROBLEM TO BE SOLVED: To provide a system, device, method, and program that perform safe conference use using a personal account also at a special-purpose device by coordinating the special-purpose device and a general-purpose device.SOLUTION: When a general-purpose second transmission terminal receives a call from a third transmission terminal during pairing between the second transmission terminal and a special-purpose first transmission terminal device, the second transmission terminal transmits information specifying communication with the third transmission terminal and authorization information to use a transmission service by a personal account for the second transmission terminal to the first transmission terminal during pairing. When the first transmission terminal receives the information specifying communication with the third transmission terminal and the authorization information to use the transmission service by the personal account for the second transmission terminal during pairing between the first transmission terminal and the second transmission terminal from the second transmission terminal during pairing, the first transmission terminal starts communication with the third transmission terminal on the basis of the received information.SELECTED DRAWING: Figure 5
