PROBLEM TO BE SOLVED: To obtain high transparency by applying sol solution which a flocculated material of fine particles of Mg(OH) is dispersed in organic solvent containing one or more kinds of hydroxyl group containing organic compounds to form on the surface of a substance and drying and calcining the coating film. SOLUTION: A prescribed quantity of water and NH3 water are added to a Mg compound such as MgCl2 which is subjected to hydrolysis in the presence of water to become 100 pts.wt. (hereafter affraeviated as pts.) of Mg(OH)2 , and mixed to form a flocculated material of Mg(OH)2 fine particles. The 500-1,500 pts. of hydroxyl group containing organic solvent such as ethanol and glycerin, 100 pts. of the Mg(OH)2 fine particles are added and dispersed under agitation to prepare uniform sol solution. Next, when forming an AC type plasma display, the sol solution is applied on a dielectric layer 5 with which an X electrode 4a and a Y electrode 4b are covered on a front substrate 1 opposite to a back substrate 2 arranged putting a discharge space 3 between, and the coating film is dried at about 200-300 deg.C for 1-3hr, and then is calcined at 350-550 deg.C for 1-5hr to form a MgO film protective layer 6 of <=2μm thickness.
