A voice storage apparatus for processing a voice and an external message simultaneously on the basis of a synchronizing signal such as a time stamp in an network-based environment such as a LAN having large fluctuations in the arrival time of voices and data, thereby to interrupt the recording of unnecessary voice data and to change the voice to be reproduced smoothly. A voice storage unit (103) comprises: means for acquiring a time stamp from a voice and an external message to synchronize the voice and the event information in the external message; means for giving the time stamp to the voice and a control message; and means for storing/reproducing the head-count bytes of all voices for the next candidate to be reproduced. An exchanger (102) comprises: means for giving the time stamp to the voice and the control message; means for acquiring the time stamp from the voice and the external message, as transmitted from the voice storage unit and for synchronizing the voice with the external message; and means for storing the head-count bytes of all the voices for the next candidate to be reproduced, in the exchanger.
