Provided are an image processing device, an image processing method, and a program which enable correct estimation of random noise amount even when an RTS noise occurs in a target pixel. An image processing device 30 is provided with: a representative value calculation unit 323 for estimating the random noise amount in a target pixel on the basis of a feature amount relating to a flickering defect noise recorded by an RTS noise information recording unit 112b, and a pixel value of the target pixel; and a correction value calculation unit 325 for correcting the pixel value of the target pixel on the basis of the random noise amount estimated by the representative value calculation unit 323.
