PROBLEM TO BE SOLVED: To appropriately select a prediction target area as a target for congestion prediction.SOLUTION: The past degrees of congestion for each area A and for each sub period are acquired. The acquired respective degrees of congestion are classified into at least two categories. The classified degrees of congestion are totalized for each area A and for each category to acquire a congestion degree totalized value. On the basis of the congestion degree totalized value, a prediction target area TA as an area A for which congestion degree prediction should be executed in a prediction object period is selected.
