PROBLEM TO BE SOLVED: To facilitate the development of a controller in accordance with various characteristic models and to simultaneously achieve desired target value response characteristics and disturbance response characteristics without changing a predictive controlled variable for characteristic model error elimination of the controller or without inserting into the controller an integration factor such as a reference track for system stabilization during control. SOLUTION: The predictive control apparatus includes: a controlled variable detection means (detector 4) for detecting a controlled variable of a controlled system (4) including disturbance; a predictive controlled variable arithmetic means (predictive controlled variable arithmetic part 8) for computing a predictive controlled variable using a characteristic model of the controlled system; a predictive error arithmetic means (predictive error arithmetic part 10) for determining a predictive error between the predictive controlled variable and the detected controlled variable; and an optimum manipulated variable arithmetic means (optimum manipulated variable arithmetic part 6) for predicting a controlled variable relative to a temporary manipulated variable after the lapse of a prediction time from a point of time to control performing optimization computation to minimize the predictive error, thereby determining the manipulated variable.
