PROBLEM TO BE SOLVED: To provide a manufacturing device and a manufacturing method for a license plate which enables efficient embossing or blanking of a number part of a license plate with one set of dies and a small press. SOLUTION: One set of opposed dies 11 of at least numerals of 0 to 9 are arrayed along the moving direction of a license plate body, and the license body is carried between the desired set of the opposed dies, and pressed to successively work the numerals of the numeral part of the license plate.
