PROBLEM TO BE SOLVED: To provide a photonic crystal having a lens effect with excellent optical abberation performance. SOLUTION: The photonic crystal has a stepwise or continuous gradient of refractive index symmetrically with respect to an optical axis (z-axis). Concretely, an effective refractive index n is minimized on the z-axis so that the diameter of holes 1 located on the z-axis is maximized and the diameter of the holes 1 is reduced toward the periphery of an opening from the z-axis along an x-axial direction orthogonal to the z-axis. Accordingly, the photonic crystal has the lens effect with excellent abberation performance by making a gaussian or rectangular wave light emitted from a light source placed, for example, in a near finite distance or far finite distance incident along the gradient of an equi-frequency surface.
