PROBLEM TO BE SOLVED: To reduce a heating medium by eliminating pipings and pumps necessary for taking out a heating medium outside or returning the heating medium while preventing a leakage from pipings and a freezing of the inside of pipings. SOLUTION: An ice thermal storage device comprises an ice thermal storage tank 1 which stores water therein and also stores a heating medium 3 in a storing portion at the lower layer thereof which is insoluble to water and has a greater density than water and a freezing point not higher than 0 deg.C, a refrigerant pipe 4 which is disposed in the storing portion of the ice thermal storage tank 1 for supplying a cold heat to the ice thermal storage tank 1, and a refrigerating machine 5 which is disposed outside the ice thermal storage tank 1 for supplying the refrigerant to the refrigerant pipe 4. In the above construction, the heating medium in the lower layer of the ice thermal storage tank 1 is cooled at most to 0 deg.C by the refrigerant supplied to the refrigerant pipe 4 from the refrigerating machine 5 and ice is produced and stored in the ice thermal storage tank 1.
