A device (20) for producing an aqueous chlorine dioxine solution when placed in water. The device includes a membrane shell (22) that defines a compartme nt (30) which includes one or more dry chemicals (e.g., a metal chlorite (32) a nd an acid)(34) capable of producing chlorine dioxide gas when exposed to water . Wick means extend into the compartment (30)for absorbing water and transporting water into the compartment (30) such that the chemical(s) in th e compartment (30) dissolve in the water and produce chlorine dioxide. In one embodiment, the membrane shell (22) is formed of a material that allows the passage of gas (e.g., chlorine dioxide) but is impervious to liquid. In another embodiment, the wick means is a wick member (22) which divides the compartment (30) into first and second compartment sections. One chemical is contained within the first compartment section and another chemical is contained within the second compartment section. When the device (20) is placed in water, water enters the device (20) by way of the wick means. The chemicals dissolve in the water and react to produce chlorine dioxide gas. T he chlorine dioxide gas then passes through the membrane shell (22) into the surrounding water transforming the water into an aqueous chlorine dioxide solution.
