<p><P>PROBLEM TO BE SOLVED: To realize high efficiency moving picture encoding, and to reduce the number of encoding modes to be carried out in determining a high efficiency encoding mode. <P>SOLUTION: A first mode encoder 20 performs encoding of a moving picture in first encoding mode and outputs encoded pixel data and control data. A cost function calculator 40 calculates a cost function in the first encoding mode, and an encoding mode selector 50 determines an encoding mode to be carried out by comparing the value of the cost function with the threshold of each encoding mode. According to the determination results, second to n-th mode encoders 30 carry out encoding.
