PROBLEM TO BE SOLVED: To provide wireless packet communication system, device and method which can enhance throughput by suppressing unfair of short term between respective groups in the environment where mobile terminals classified into a plurality of groups of different communication procedure exist mixedly. SOLUTION: The wireless packet communication device 1 comprises first and second traffic calculation means 11 and 12 for calculating the total traffic of one and the other groups, a means 7 for calculating the average traffics of one and the other groups, a means 7 for calculating the parameters based on these average traffics, and a means 8 for transmitting the parameters to the mobile terminal 3 in one group.
