PROBLEM TO BE SOLVED: To provide a flame-retardant agent for polyester-based fibers capable of uniformly and sufficiently incorporating a phosphorus flame-retardant component into a polyester-based fiber and imparting sufficient flame retardance excellent in durability to the polyester-based fiber. SOLUTION: The flame-retardant agent for polyester-based fiber is obtained by dissolving, emulsifying or dispersing a naphthyl ester phosphorus compound represented by general formula (1) or general formula (2) [wherein R<SB>1</SB>to R<SB>4</SB>are each a 1-18C alkyl group, a 5-6C alicyclic alkyl group, an aryl group which may have a substituent group or an aralkyl group which may have a substituent] into a solvent by using a nonionic surfactant and/or an anionic surfactant.
