A system for processing image data is provided to apply different compression rates to a photographed source image according to each block, thereby reducing data capacity while maintaining subject-oriented sharpness. A DCT(Discrete Cosine Transform)(361) converts image data by block for a source image photographed through a camera module into discrete cosine coefficients. A basic quantization table(381) stores basic quantization information for quantizing the discrete cosine coefficients. An image quality table(382) stores an image quality value for determining a degree of image quality by block composing the source image. A quantization unit(362) generates first quantization information by using the image quality table and the basic quantization table and quantizes the discrete cosine coefficients inputted from the DCT by using the first quantization information. A variable length decoding unit(366) compresses quantized image data inputted the quantization unit in a predetermined compression method. An image quality information processing unit(364) compresses the image quality table, generates and outputs image quality cell information including the image quality value and the count information of continuous blocks with the image quality value. An image file generating unit(365) generates an image file(383) including the image quality cell inputted from the image quality processing unit, and the compressed image data inputted from the basic quantization table and the variable length decoding unit.
