PROBLEM TO BE SOLVED: To provide a system allowing a user to easily access a file, a program, a web browser or the like by use of an individual authentication function. SOLUTION: When the user instructs the access to the file or the like stored in a storage part 12 and when it is a file that is a target of access management, a control part 11 acquires information about a physical characteristic of the user through a portion authenticating the physical characteristic equipped in an input part 13. The control part 11 collates the acquired information and information about the physical characteristic previously stored in the storage part 12, acquires identification information of the user, collates the file or the like that is the target of the access management and the information about the user permitted to access it, and displays the information on a display part 14 when the user is permitted to access it.
