PROBLEM TO BE SOLVED: To provide an efficient technique for upgrading telecommunication network. SOLUTION: The communication of configuration information on an end system includes the generation of an end system hello packet by a network end system. The end system corresponds to a host and functions so as to support the Internet Protocol (IP). An end system IP address, which identifies the end system, is inserted into the field of the system hello packet.
