<P>PROBLEM TO BE SOLVED: To provide an exhaust emission control device for an internal combustion engine capable of improving NOx conversion performance. <P>SOLUTION: The exhaust emission control device is provided in an exhaust gas passage of the internal combustion engine, and is provided with an NOx retainer, an ozone introduction means introducing ozone into exhaust gas in an upstream of the NOx retainer, a HC adsorbent adsorbing HC contained in exhaust gas, and a catalyst arranged at a part which contact desorbed NOx and HC.
