The present invention relates to a system and a method to manage parked vehicles by using an unmanned ground vehicle and, more specifically, to a system and a method to manage parked vehicles by using an unmanned ground vehicle, capable of managing parked vehicles by easily obtaining information about numbers and positions of multiple vehicles through the unmanned ground vehicle photographing a number plate of each of the vehicles while moving along parking zones. According to an embodiment of the present invention, the system, which manages information and positions of parked vehicles in a parking place dividing a parking space into multiple parking zones, includes: the unmanned ground vehicle photographing a number plate of a vehicle in each of the parking zones while moving along the parking zones; a server receiving position information and a number plate image, photographed by the ground vehicle, and then extracting a vehicle number from the image to store the number with the position information; and a user terminal enabling a user to access the server to obtain an image and position information of a specific parked vehicle.
