PROBLEM TO BE SOLVED: To provide a VoIP telephone exchange system and charging control method thereof for performing charging control on a PBX accommodated terminal that originates a VoIP phone call. SOLUTION: If there is a call connection request from a PBX accommodated terminal 20 under the environment of an ISP network 12 to a general terminal 26 under the environment of another carrier network 24, in a VoIP telephone exchange system 10, an IP phone exchange device 14 that receives, from the carrier network 24, a call arrival response notification from the general terminal 26, detects whether the call connection is caller charging or caller non-charging from charging information in the call arrival response notification, and a call arrival response message with an inversion instruction parameter set thereto is transmitted to a CPE 16 in accordance with a result of the detection. In the CPE 16, whether a polarity of a voltage level is to be inverted or not to be inverted is controlled in accordance with the inversion instruction parameter in the call arrival response message and a call arrival reaction signal is transmitted to a PBX 18. Thus, the PBX 18 is capable of performing appropriate charging management on the PBX accommodated terminal 20 that originates a call to a terminal to provide a call arrival charging service.
