PROBLEM TO BE SOLVED: To provide a printing base material, in which a cushioning layer can be removed from a support easily and in a short time. SOLUTION: In the printing base material, which is formed by making the cushioning layer overlie the support under the condition that the cushioning layer has reinforcing material, the interior of which consists of fibers or a film, and the manufacturing method of the cylindrical printing base material includes (a) the process of winding at least one turn of a sheet fibrous reinforcing material on a cylindrical support and (b) the process of forming the cushioning layer having the sheet fibrous reinforcing material therewithin.
