PROBLEM TO BE SOLVED: To provide a compound exhibiting HDS1-inhibiting actions or the like that is useful as a prophylactic or therapeutic agent for pathology in which a glucocorticoid participates, for example, metabolic diseases such as diabetes, insulin resistance, diabetic complications, obesity, hyperlipidemia, hypertension or fatty liver, or the like; and its applications. SOLUTION: There are provided a compound represented by general formula [1'] or a salt thereof and an agent for the treatment or prophylaxis of a pathology involving glucocorticoid, or a 11βHSD1 inhibitor, containing the compound or a salt thereof.
