Disclosed is a swing control apparatus for construction machinery, for controlling a hydraulic fluid which is supplied from a hydraulic pump to a hydraulic swing motor so as to swing an upper swing body. The swing control apparatus for construction machinery according to one embodiment of the present invention comprises: a hydraulic swing motor driven by a hydraulic fluid supplied from a hydraulic pump through a fluid supply passage; an upper swing body swingably connected to the hydraulic swing motor; a swing brake for controlling the swinging and stopping of the upper swing body; a swing control valve for controlling, upon switching, the flow direction of the hydraulic fluid supplied to the hydraulic swing motor; a time-delay valve for delaying the braking time of the swing brake upon the stopping of the hydraulic swing motor; and a controller for blocking the hydraulic fluid from being supplied from a pilot pump to the swing brake, so as to immediately stop the upper swing body when, during the swinging of the upper swing body, a swing operation lever is placed in the neutral position and the pressure in a fluid supply passage on one side is higher than the pressure in a fluid supply passage on the other side, wherein the pressures are detected by first and second pressure sensors.
