Ct at time (t) at a predetermined place is operated and led out in a time series manner by adapting an operation formula Ct =C0e×p [Σ(-kd td )] (wherein C0 is the chlorine concn. of a water source, kd is the chlorine damping coefficient of the pipeline having the specific caliber and td is an arrival time by a caliber) to calculate an error formula Ft (kd ) =Ln(Ct /C0 )-Σ(-kd td ) and the chlorine damping coefficient ld at every pipeline different in caliber minimizing the square sum G (kd ) =ΣFt (kd )}<2> thereof.
