PROBLEM TO BE SOLVED: To obtain a light control element which has extremely small group velocity and which has small frequency dispersion with respect to a frequency imparting the group velocity. SOLUTION: A photonic crystal arrangement 1 is arranged on lattice points 4 on a medium 2 with a dielectric constant ofε1. A line defect waveguide 5 having low dispersion and low group velocity is obtained by shifting a portion of a lattice point group, existing in the vicinity of the line defect waveguide 5 and having regularity with respect to a propagating direction of light propagating through the line defect waveguide 5 from an original position, of a light control element which has the line defect waveguide 5 formed by introducing a defect to the photonic crystal arrangement 1 which comprises circular holes 3, with diameters of 2r and a dielectric constant ofε2 placed on the lattice points 4 with a period (a), and with a triangular arrangement on the medium 2 with the dielectric constant ofε1.
