PROBLEM TO BE SOLVED: To provide a hydrophilization treatment agent forming a hydrophilic film having high hydrophilicity maintainability and excellent water exhaust properties, a method for forming a hydrophilic film formation method using the hydrophilization treatment agent, and a hydrophilic film formed by the hydrophilic film formation method.SOLUTION: Provided is a hydrophilization treatment agent for forming a hydrophilic film on the surface of a metal base material, including a hydrophilic resin and cross-linking fine particles, and including, as the hydrophilic resin, a specified (meth)acrylic resin, polyvinyl alcohol and a polyalkylene ether resin with a specified molecular weight, and the blending of the respective components is regulated to specified ranges.SELECTED DRAWING: None |
