PROBLEM TO BE SOLVED: To provide a cosmetic or a skin external preparation capable of sufficiently obtaining an effect by incorporating a pantothenic acid derivative and/or a salt thereof.SOLUTION: There is provided a cosmetic or a skin external preparation which contains a pantothenic acid derivative represented by the following general formula (1) and/or a salt thereof and an effect enhancing agent.
