PROBLEM TO BE SOLVED: To provide a signal processing apparatus and a signal processing method by which copy prohibition information can be moved by disabling read-out of the original copy prohibition information when the copy prohibition information recorded in a DRAW type recording medium is recorded in other recording medium. SOLUTION: When information recorded in the DRAW type optical disk 200 is copy prohibition information, management information, a file system, user data, or both information of the management information and the user data are destroyed and the copy prohibition information cannot be read-out by performing write-in for the DRAW type optical disk 200 by a laser having the prescribed intensity together with output of copy prohibition information for a recording and reproducing apparatus 300.
