PROBLEM TO BE SOLVED: To provide a charging member cleaning roll capable of efficiently removing substance adhering to the surface of a charging member and further maintaining excellent cleaning performance over a long term, and capable of preventing an image defect from being caused by staining due to the adhesion and accumulation of toner left after transfer and a foreign matter on the surface of the charging member, and to provide a charging device using the charging member cleaning roll, a process cartridge and an image forming apparatus. SOLUTION: The charging member cleaning roll has a core, and an elastic layer which is provided on the outer peripheral surface of the core, and contains urethane foaming body having an open cell structure, an impact resilience modulus of 15-30% and a hardness of 150-230 N.
