<P>PROBLEM TO BE SOLVED: To provide a separator material and its manufacturing method capable of improving acid resistance of an adhesive layer formed on one surface and simultaneously reducing a fine defect. <P>SOLUTION: UV treatment or plasma treatment is applied to a primer layer forming region (a region except for a power generation region and a refrigerant flow passage region 113A) of a refrigerant surface 113 and a power generation surface of a metal plate 111 by using a mask 211. Thereby, blur of adhesive on the power generation region and refrigerant flow passage region 113A except for the primer layer forming region can be prevented by making a contact angle α of pure water with respect to the primer layer forming region on the one surface more than 20°. When the contact angle α of the pure water is not more than 75°, the adhesive is prevented from being repelled from the primer layer forming region even when the adhesive of high acid resistance is used.
