In a mixing/dispersing part, CO₂, a surfactant, and a nickel plating liquid are mixed and dispersed to produce a plating dispersion. The plating dispersion is fed into a plating tank provided with a pair of electrodes. In the plating tank, CO₂ is brought to a supercritical state, and voltage is applied to the electrodes for electroplating. After the formation of a nickel film on a substrate, a gold plating liquid is fed into the plating tank for electroless plating. As a result, the nickel film is replaced by gold in the gold plating liquid to form a gold film.
