PURPOSE:To secure such manual steering effort that is suitable for car speed without entailing any influence of car type, loadage and turning time, by making a directional control valve so as to be selected by a controller according to each signal out of a car speed sensor and a steering sensor. CONSTITUTION:When a steering wheel is rotated clockwise, a controller 18 operates it on the basis of each signal out of a car speed sensor 19 and a steering sensor 20, comparing it with the setting value of manual steering effort, and it determines an output current and makes this current to flow into a solenoid coil 68. If it flows in this coil 68, a spool is slidden in a valve body 67, and a pump port 70 is connected to a valve port 71 and a tank port 73 to a valve port 72, respectively. Pressure oil out of an oil pump 12 is fed to a pressure chamber 31 and simultaneously pressure oil in another pressure chamber 32 is made to flow into an oil reservoir 11, thus hydraulic reaction of a control valve 14 is adjusted.
