Provided is a node device capable of improving communication reliability by reducing the packet loss even when a handover of a terminal under its control has failed. An access point control device (100) as a node device transfers data, upon decision of a handover, to a node device of the handover destination, stops the communication data transfer when the handover has failed, and transmits the communication data to the terminal of the destination. The access point control device (100) includes: a handover control unit (140) which stops transfer of the communication data when the handover has failed and controls buffering of the communication data; and a transmission order control management unit (150) which transmits the transferred communication data which has been returned from the node device of the handover destination, to the terminal of the destination and then transmits the buffered communication data to the terminal of the destination.
