PROBLEM TO BE SOLVED: To provide a novel technology for broadcasting an appropriate CM (commercial message) material corresponding to a situation in predetermined timing near a broadcast time.SOLUTION: A CM management device 10 comprises: a CM progress data acquisition part 11 for acquiring CM progress data in which a CM material is made correspondent to each of CM frames of a television broadcast or a radio broadcast and which makes a plurality of CM materials correspondent to one CM frame and are capable of determining a broadcast condition to broadcast each of the corresponding CM materials; a discrimination information acquisition part 12 which acquires discrimination information for discriminating whether or not the broadcast condition is satisfied; and a CM material determination part 13 for determining the CM material to be broadcasted in each of the CM frames on the basis of the discrimination information and the broadcast condition.SELECTED DRAWING: Figure 2
