<P>PROBLEM TO BE SOLVED: To extract, with high probability, image data whose illegal use is highly possible, and to store only such image data for reducing the storage capacity of a storage device, reducing the monitor load of a manager, and achieving the high efficiency of a monitoring operation. <P>SOLUTION: A word included in image data whose image processing is requested by a user is recognized, and a word is segmented by a morpheme analysis part 14k. Information indicating whether a word registered in a word dictionary 15a is a "use word" is imparted to the word, the segmented word is compared with the registered word data of the word dictionary 15a, and whether the image data are associated with the business task of the user is determined.
