A relay device according to an embodiment by the technical spirit of the present invention comprises: a reception unit for receiving data having been modulated into a first frequency, the data being transmitted for a first time interval by a first node device; a frequency modulation unit for modulating, into a second frequency, the received data having been modulated into the first frequency; and a reception unit for transmitting the data having been modulated into the second frequency to a second node device, wherein the data having been modulated into the second frequency is received by the second node device for a second time interval, the first time interval and the second time interval are included within the same time frame interval, and the second time interval is delayed from the first time interval by a first time delay according to a transmission from the first node device to the relay device and a second time delay according to a transmission from the relay device to the second node device.
