PROBLEM TO BE SOLVED: To provide a muffler cutter and a muffler capable of improving the durability and reliability thereof while preventing the lowering of appearance quality. SOLUTION: A muffler 11 arranged in a vehicle is provided with an elliptic cylindrical muffler main body, a front plate and a rear plate for closing both ends of the muffle main body, an exhaust pipe and a tail pipe 16 inserted into the muffler main body, and a muffler cutter 17. The muffler cutter 17 is provided with a muffler cutter main body 19 and an enamel layer 20. The muffler cutter main body 19 is formed of a curved part 21 formed by folding a tip inside. Curvature radius of the curved part 21 is set at 2 mm, and the outer surface side of the curved part 2 is formed of an enamel layer 20 at an even thickness. A part of the muffler cutter 17, which is visually confirmed from rear of the vehicle, is formed with the enamel layer 20 at a nearly even thickness and colored.
