PROBLEM TO BE SOLVED: To provide a transmissive variable distributed compensating device and system having a variable system that does not have a transmission loss due to the shifting light path even when arranging several transmissive distributed compensation elements in series along the light path and changing the inclination of the elements to change the amount of distributed compensation.

SOLUTION: This device is composed by arranging transmissive distributed compensating elements in series along the light path between the light input optical fiber and the light output optical fiber to change the amount of the distributed compensation by tilting some of them in a certain direction and the rest in the opposite direction.
