<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of saving the usage of toner to an image whose importance is low in an original. <P>SOLUTION: The image forming apparatus has an original image quality mode such as a character mode, a photograph mode, and a character/photograph mode for performing optimum image processing in accordance with the kind of the original, and is equipped with an area decision processing part 7 discriminating a character area from a photograph area based on feature data included in image data, a toner amount adjustment setting part 152 deciding a pixel eliminating rate that a pixel is eliminated from the image in each of the character area and the photograph area respectively when an economy mode is set, and a toner amount adjusting part 82 performing thinning processing for eliminating a part of the pixel constituting the image of each area in accordance with the pixel eliminating rate of the character area and the photograph area.
