A video encoder, a video decoder, a video encoding method, and a video decoding method are provided to encode and decode an input video signal integrally in plural different chroma formats such as 4:2:0, 4:2:2, and 4:4:4 using the video encoder, thereby improving mutual connectivity between video encoding data. A first intra prediction mode determiner(5) performs the intra prediction of signal components corresponding to luminance components when the chroma format of an input video signal is 4:2:0 or 4:4:2. A second intra prediction mode determiner(6) performs the intra prediction of signal components corresponding to chrominance components when the chroma format of an input video signal is 4:2:0 or 4:4:2. A variable length encoder(27) performs the variable length encoding of a first intra prediction mode determined by the first intra prediction mode determiner and a second intra prediction mode determined by the second intra prediction mode determiner. A first intra predicted image generator(7) generates a first intra predicted image based on the first intra prediction mode. A second intra predicted image generator(8) generates a second intra predicted image based on the second intra prediction mode. An encoder(18,19,20,24,25,26) performs the conversion encoding of a predicted error signal acquired from a difference among the first intra predicted image, the second intra predicted image, and color component signals corresponding to the input video signal. A prediction image of optimal vector information is evaluated at an encoding mode selection unit(14), and then an optimal encoding mode(15) is slected. |
