Provided is a porous fiber-reinforced composite material which includes a first fibrous particle, a second fibrous particle, and a bonding material which bonds the first fibrous particle and the second fibrous particle together. The first fibrous particle and the second fibrous particle form an irregular network structure having pores by being bonded by the bonding material. In addition, the first fibrous particle is made of an inorganic or an organic fiber. The second fibrous particle includes a first thermoplastic resin, and the bonding material includes a second thermoplastic resin, wherein the melting point of the first thermoplastic resin is higher than that of the second thermoplastic resin.
