A device and a method for generating a face concealing image are provided to conceal a face of a person included in an image to be transmitted through an internet. A source image file input unit(121) loads a source image file stored in a file storage unit. A face searching unit(131) checks whether the source image file stored in the file storage unit includes a face of a person. If the face of the person is included in the source image file, the face searching unit checks how many faces are. A face data processing unit(141) measures a location and a size of the face searched by the face searching unit. An object image file generating unit(151) generates the object image file by inserting face data into the source image file.
