PROBLEM TO BE SOLVED: To provide a steel material having excellent localized corrosion resistance for the bottom plate of a crude oil tank. SOLUTION: A steel stock having a composition consisting of 0.001 to 0.2% C, 0.1 to 0.4% Si, 0.1 to 2% Mn,≤0.02% P,≤0.01% S, 0.01 to 0.1% Al, 1.0 to 5% Ni and the balance preferably Fe with inevitable impurities is hot-rolled into a steel material of prescribed shape and dimension and then cooled at 0.1 to 20°C/s cooling rate so as to be formed into a structure consisting of a bainite single phase or containing a bainite phase. Moreover, the composition can further contain Cu and/or one or more elements selected from Mo, Ti, Nb, V and B and/or either or both of Zr and Ca. COPYRIGHT: (C)2005,JPO&NCIPI
