PROBLEM TO BE SOLVED: To encode a video signal without causing any defect and to decode completely a coded video signal. SOLUTION: An area in digital frames of an odd number is divided respectively into plural horizontal periodic blocks, and each horizontal periodic block in the 1st digital frame among the frames of odd numbers is not arranged sequentially but arranged in a specific order, and the horizontal periodic blocks of the other odd number digital frames are arranged to be shifted one by one corresponding to the arrangement of the horizontal periodic blocks of the preceding odd number digital frames. Then an area in digital frames of an even number is divided respectively into plural vertical periodic blocks, and each vertical periodic block in the 1st digital frame among the frames of even numbers is not arranged sequentially but arranged tin a specific order, and the vertical periodic blocks of the other even number digital frames are arranged to the shifted one by one corresponding to the arrangement of the vertical periodic blocks of the preceding even number digital frames. |
