PROBLEM TO BE SOLVED: To provide a paste graffiti/stain remover which can completely remove graffiti without damaging the base material, furthermore does not use an organic solvent of a dangerous substance high in flammability, and is safe and environmentally friendly, and in a novel form. SOLUTION: The paste graffiti/stain remover is obtained by incorporating a surface modified powder of a polyurethane trifluoride resin composition obtained by mixing 100 pts. mass polyurethane trifluoride resin composition powder with 1-6 pts. mass silicone oil having a dimethylpolysiloxane structure, into a mixture solvent composed of an alcoholic solvent, a ketone solvent, an ester solvent, a polyhydric alcohol ether solvent, and a hydrocarbon solvent.
