PROBLEM TO BE SOLVED: To facilitate the downloading and uploading of a plurality of files between the web and each PC without applying a load to a web server. SOLUTION: File downloading/uploading processing programs include an input and button operation means for downloading or uploading from a browser, a control means 2, an information file generation means 3, a means 4 for connection to a listener 6A of a pertinent PC, text transmission/reception means 5 and 6, downloading or uploading acceptance preparation completion transmission text transmission/reception means 7 and 8, server transmission text generation means 9 and 10, file information transmission text transmission/reception means 11 and 12, means 13 and 14 for analysis of a received text and acquisition of information of a downloaded or uploaded file, a means 15 for acquiring a downloaded or uploaded file, a downloaded or uploaded file acquisition means 15, a downloaded or uploaded file acquisition completion transmission text generation means 16, file acquisition completion transmission text transmission/reception means 17 and 18, and a means 19 for disconnection from the listener of the pertinent PC.
